Exporting vehicles to Canada?

QAI now offers an importation services for those manufacturers choosing to use an importer of record for meeting the requirements of the Motor Vehicle Safety Act (MVSA).

The MVSA is administered by Transport Canada, and requires that all new Canadian Specification vehicles are imported either through the pre-clearance system or through normal channels.

DEALERS: How to use the program

For dealers who want to purchase product from one of our pre-cleared manufacturers, the process is simple. Your first step is to make sure the manufacturer is shown in our pre-clearance list. You can check this by clicking here.

Once you have verified that the manufacturer is working with us, you can place your order as normal. You will then receive the importation documents (Customs Invoice, NVIS), which you can forward on to your broker. Your broker will then process the importation following the guidelines set out in TC10 (Importation Guidelines).

Please make sure you keep a copy of the Customs Invoice and Invoice from your broker for your tax credits.

Any questions, please feel free to give us a call or send us an email, we'll be happy to hear from you. (604) 527-8378 or tcadmin@qai.org

How the program works:

QAI registers for pre-clearance for any manufacturers choosing to use this service. Dealers then request units to be imported by QAI. (refer to TC10 below for particular program details)

Benefits for Dealers:

  • Dealers no longer have to apply for pre-clearance

  • The responsibilities of meeting the MVSA are placed with QAI (Defects, recalls, maintenance of compliance information)

  • Transport Canada will no longer audit dealers, all audits will be performed with QAI

  • Dealers can continue to use their broker of choice (ie QAI does not specify a single brokerage)

Benefits for Manufacturers:

  • Transport Canada is provided with a professional point of contact

  • QAI maintains confidentiality of compliance documentation

  • Reduces the redundancy of providing compliance documentation to each dealer in your dealer network

  • The risk of being removed from pre-clearance is reduced (ie the risk of dealer audits has been removed)
